We ended up taking a driver from Fes and also taking in Moulay Idriss and Meknes. While not the cheapest option (800 dirhams) it was a great use of our time as we were there in low season in mid July.

The site is practically deserted and it costs 10 dirhams to get in per person. We found that the official guides were very pushy (perhaps due to so few tourists) and we ended up 'finding' a guide along the way who was knowledgable and very friendly.

One of us is a Roman history buff and really enjoyed the close up views of roman life. The guide knew his stuff and was able to explain how the Romans lived in the city. We took our time and were there for over 2 hours. The mosaics were absolutely fantastic and better than many we have seen in museums in Europe.

The site should really be better preserved for the future.

They are building a museum at the moment. We understand that the contents of the archeological museum in Rabat will be moved there when it is complete.

Bring extra water so that you can put it on the mosaics so that you can see the colours more clearly.

Just one negative: Toilets cost another 10 dirhams and were filthy!

Largely unsupervised, this site gives you the freedom to explore on your own (politely reject any "guides" who try to follow you around, telling you about the site). We could have spent the whole day there and regretted not budgeting more time. Take plenty of drinking water and a bit of toilette tissue in your bag. There are restrooms there, but they are ill-equipped. Read up before you go, so you know what to look for. This site was a highlight of our trip. At the time of our visit, a museum had been built near the entrance, but was not yet open. The stark, modern lines of the architecture are a lovely contrast to the antiquities that they house.

1 1/2 hour drive from Fes. We paid 10 Dh each to visit the ruins, deciding not to have a guide so we could wander through at our own pace. The display explanations are only in French and Arabic. The actual size of the site is much bigger than we expected. It's a great way to spend a couple of hours exploring among the ruins looking at the mosaics, baths and buildings and imagining how they would have looked. There is a shop to purchase water, etc on site and plenty of parking.

On our May 2014 trip through Morocco we included Volubilis since it was generally on the way back after we toured the Middle Atlas. Not expecting much we were very impressed with the expanse of the major North African Roman city that once thrived here. The work done by what we understand to be primarily French archeologists to bring back the mosaic tile floors and luxury house layouts was terrific. Our guide stressed that limited Moroccan training in archeology and sporadic budgeting has mode progress slow but the potential for future re-discovery is exciting. There is so much left to uncover.

They are about to finish what looks like a fabulous site museum similar in architectural style to the new one at the Parthenon albeit on a much smaller scale. If you go in the fall it should be open. We hired a local guide who was very knowledgeable in both the history and the restoration so I highly recommend you doing the same. Very fair price and where else will get that kind of context on the sites you are seeing.

Perhaps the best part of the visit is the lack of the massive crowds in European sites like this. You can tour at your leisure, take photos from various angles and linger at the more interesting points while enjoying a low stress and relaxed setting.
