Toowoomba isn't on the highest of ranges so the lookout isn't as grand as you might hope. The Picnic Point grounds are made of rolling gardens, some play equipment, walking paths that can go down part way to the valley and one that even extends to a hike up Tabletop (Mountain). There are function rooms and a cafe too, but I found the cafe to be very basic and overpriced.
On a great day, the view is unobscured and rolling hills and farming lands are as far as the eye can see. And you can trace the highway most of its trip back to Brisbane.
Picnic Point gets more than its fair share of good weather, which is a blassing that many other places in Toowoomba must be jealous of.
Nice for family picnics (oddly enough), but BYO food, as the closest shops are a fair distance away.
