When we lived in Christchurch (prior to the February 2011 earthquake), my family stayed at the Spencer Park campground twice to get away from the fringe CBD suburbs (Fendalton) as the weather warmed. When not crowded (i.e., at the height of the summer/Xmas school holidays), the campground is bucolic, situated a short walk from the beach, and at a sufficiently far remove from the city so as to be relaxing. Still, it's a short drive to large supermarkets, restaurants, etc., for those camping here mostly to avoid the inordinately high motel tariffs prevailing in New Zealand generally, and Chch specifically. There is a complete "dairy" (convenience shop) with beer and wine on premises, as well as a cafe. They sometimes allow pets, when not crowded. The campground has a range of accommodation options, from space to pitch one's tent, to RV hookups and various roofed room and cabin configurations to suit.

On one visit, my wife and daughter insisted on pitching a tent, so we were able to cook and bathe in very nice and comprehensive indoor facilities less than 50 meters from our tent. On a second visit, we opted for a tourist room, basically a spartan hotel room with private bathroom.

In addition to all the outdoor activities available, a range of supermarkets, restaurants, and pubs with pokies (slot machines) are available within an easy 6 km drive.

There's nothing much wrong with Spencer park. It is very popular. But surrounded mostly by gloomy pines and macrocarpas it is not especially beautiful. There are far more attractive places.

NEVER NEVER go there over xmas/new year! Place is full of drunken teenagers staggering around smashing bottles. Place is in a nice spot tho, close to the beach, fishing, mountain biking and lots of other stuff.
good place to stay off peak as its pretty empty and you will be able to pick and choose where you want to stay. the place is HUGE with a good play ground for kids (one of the best ive seen)
