The lower two floors are much more interesting than the top floor (which serves as a war memorial rather than as a museum). The admission price is expensive - $25 for foreign adults! But it is also free for NZ residents. This produces the combination of foreigners being overcharged while having to navigate a museum full of NZ school groups running all over the place and moms with toddlers who just want a free indoor place to take their kids when it is raining.
