I was hosted in the Al Andalus Hotel (2 stars) in May, 2007. I chose the hotel beacuse it was near the bus/train station (arriving from the airport and in order to take public transports to Cadiz, Arcos de la Frontera and Sanlucar de Barrameda) close to city centre and it was really cheap (I paid 45 euros for a "superior" room).
If you know the quality of spanish hotels you know that they have probably the best realationship quality-price, but that there is a huge difference between a 2 star and a 3 star (unlike between a 3 star and a 4 star one). Welll, this hotel is not the exception.
The buiding is a neoarabic palace (1912) but it needs urgently be renewed (it were works during my stay, let's see...). The rooms are small (even the superior one, so the standard...) but they have a good bathroom (with hairdryer) and air conditioned. On the contrary they are not well soundproofed (this is important, the street is cosy, maybe it's better have an interior room).
The groundfloor was old fashioned and the decoration was not interesting. But muy favourite point is that the building has a great, really beautiful indoor andalusian yard that could be used for having the breakfast or for taking some beers at night... but it has no infraestructure for that... it's really a pity).
The staff is pleasant but not very useful (i had troubles during my reservation and other guests had while they stay; i heard some complaints). I can't tell if they speak other thing than spanish (they were from Argenina, Spain, Maghreb, eg).
Concluding: the hotel it is cheap and centrally located but it could be much more interesting just with some intelligent and not excesively hard and expensive works. A pity.
