For about 10 years I have had to stay 5 or 6 times a year in Moulins. Hotel de Paris was an obvious choice. I was able to witness the many improvements brought by management to this hotel. Rooms and bedding are now excellent, bathrooms are as good as they come.
Location is still great ( a few minutes walk away from the main shopping street, the cathedral, museums and the river). Besides, the hotel is next door to the best chocolate manufacturer in town: Le palet d'or. The shop itself is incredibly beautiful all blue and gold.
Food at the hotel restaurant is fine if not outstanding. The small swimming pool is a welcome bonus in summer.
Pricing is competitive.
Check out used to be a lottery game until one of the three employees at the reception vanished. I will not regret her departure.
Now it is again a sure win.
What is wrong?
For 10 years, breakfast has been a let down. Not the food as this is a French hotel providing a very decent Continental breakfast but the service. There is none. You have to err in the corridors to find anyone at that time of the day (from 8:30 am to 9:30 am). Consequently, I am able to draw a map of the ground floor blindfolded.
Why? The waiters are taking care of the wise ones, those who chose to have breakfast in their rooms.
So if you want a great stay without any glitch, choose room service and enjoy breakfast in your room.

The setting in the former church for dinner was beautiful. The set menu with the little extras was very well presented and of a high standard. Certainly a cuisine to recommend.
The musical entertainment did not suit us as it really did not encourage dancing. Just a very typical French singer. He was good but not ideal for this type of occasion.

Did not stay in the hotel as live locally.

i've been several times to the hotel's spa, everytime i'm in moulins as a matter of fact, and the service has always been great. the surroundings are magnificent.
i also would recommend the restaurant. the food and the service are perfect. we paid 20euros per head for a 3 courses meal with mise en bouche and including a glass of local wine and coffee.with petits four....

We stopped at this hotel on our way to Strasbourg and were amazed by the nice rooms they had to offer. However, the next morning we were very disappointed by the hotel's breakfast and service. I have never seen a breakfast at a 4-star hotel with such a limited variety of food and such a low quality of service! When we arrived at the breakfast room, there was no set table available and no personnel around whatsoever. After a while, we managed to find someone who then set up a table for us. The breakfast buffet was very tiny and there were no plates available to take the food away, so we had to search for personnel another time as there was noone again. Omelettes and fried eggs would have to be paid extra, so we decided to eat boiled eggs which we had to boil ourselves. But - what surprise! - we didn't manage to do so as there was not enough water in the egg boiler. Even after 15 minutes of "boiling", the eggs were still raw.
When we wanted to checkout, there was noone at the reception. Some time after we rang the bell, the receptionist arrived but totally ignored us. Even though she saw us waiting there, she made a phone call instead (standing right in front of us). After she had finished her conversation, we "were allowed" to checkout.
Conclusion: Never again! This hotel doesn't deserve 4 stars and is much too expensive for the service it offers!

We stopped here one night on our way to Paris ( a bit of a treat for us). I made reservations based on Tripadvisor reviews. This high quality hotel is wonderful. Very helpful staff. The room we had (101) was outstanding...beautiful decor, very large, very clean, with a very impressive bath and shower (both were in the room) as well as a double sink. They provide robes and slippers and the towel warmer is nice. You have a separate climate control in the room and the shades are mechanized. The room also has a safe and a small stocked refrigerator (drinks)....there is a cost for the drinks you use. We ate dinner in their restaurant (dinner begins service at 1900 hrs). The menu is a la carte or "menu choice" at a fixed price....many options for a nice meal. The service was excellent and the food is well prepared and well presented....all very good...especially the dessert. Casual clothes are absolutely fine for the restaurant too. The Hotel de Paris is well located in Moulins.....close to many restaurants (if you want to try other options than the hotel), bars, boulangeries, shops of all kinds, and places of cultural and historical interest.....after walking the town we had wished we were staying more than one night. We also tried room service for the morning breakfast and that too was very well prepared and presented. They have their own secure area on the hotel property to park your car, which was helpful and convenient....they do charge (7 euros/day).....it is worth the cost. Our night was 273 euros (including the room, dinner with a bottle of wine, breakfast and the car park use)...... A very good value for such a wonderful hotel. We would definitely stay here again.....worth a splurge. :-)

Travelling back through France we stayed at the hotel for one night. We had a Prestige Room (recommended room 201) - fantastic accommodation and bathroom. Food in the restaurant was excellent. I'd say that the downstairs of the hotel needs a little bit more work - the restaurant decor was a little tired (but the food made up for this). May require a couple more members of staff as the reception staff were also manning the bar, but made every effort to get us drinks quickly. Definitely would stay again for a stopover.

The Hôtel de Paris is a 4-star hotel, meaning you get 24-hour room service, thick doors that click smoothly, nicely decorated rooms, wonderful bathrooms and amenities of the kind.

The room I was in (103) was, in theory, small and for one person only but it could have easily accommodated two for a night, except perhaps for the quite limited closet, especially in terms of hanging space. The adequate length to hang a coat or raincoat was simply nowhere to be found, but luckily I had neither as it was the beginning of Summer. The window opened on a very boring and uninteresting courtyard, bordering on ugly and the flat-screen TV was definitely not of the highest quality and definition. The ventilation in the bathroom was loud, I had to close the door —heavy and thick, as sais above, so that once closed, the noise was almost imperceptible. Two last things; the little fridge could have been more full of goodies (no alcohol except two cans of beer and no munchies), and even though the hotel's literature mentioned the existence of a "complimentary welcome basket", none was in sight.

Except for those little things (which may or may not bother you, depending on your attention to detail), everything was fine, good quality bedding, good quality products in the bathroom (in too limited quantity maybe), immaculate cleanliness, faucets and plugs polished and shiny, wifi super easy to connect to and fast, noiseless but efficient air conditioning (without the usual ugly grilles), desk personnel adequate if not genuinely warm, fast checkout.

The breakfast, at 12 euros, was served in a very large but somewhat shabby room, a clear couple of steps down from the decoration and ambiance of the main dining room. The breakfast room opens on a little terrace with some tables by the hotel pool (quite small too), but it was not really warm enough to eat outside. There was bacon and nice English sausages, but no scrambled eggs (hard to forgive their absence in a 4-star establishment). The viennoiseries were light and very tasty but the tea, as usual, was weak (use two teabags if you're used to UK standards).

This overall very nice hotel made itself available for an amazingly low price: 80 euros for that single bedroom (booked via internet) was a real bargain, compared to the 67 euros I spent the night before at a 2-star, nondescript Kyriad. It was definitely worth it, even though the regular price of the room, as posted on the back of the door, was 120 euros, which made the deal definitely less attractive, particularly in light of the shortcoming I pointed out above.

The Hôtel de Paris is a very good place to stay, to be recommended.
