I first came here with some Viennese friends. The restaurant looks extremely eclectic on the inside, but feels extremely comfortable and welcoming. The social groups inside were also very interesting: there were groups of senior citizens, of students, of families.
No wonder - for Vienna, this place is a great deal. 10-15€ gets you a large portion of food, including sides. (This might have been the best sauerkraut I have ever had.) There is delicious Bohemian beer and a schnapps menu. One friend waxed poetic about a daily special he had one afternoon, but has not seen on the menu since.
Why this gets four points instead of five: it is off the beaten path and can be hard to find, sometimes the handwritten menus can be hard to read, and sometimes it can be hard to get a table.
