Really if you choose to eat on the Rock of Monaco you are asking for trouble as this area only exists for tourists, you never see a local eating at any one of these places. The restaurants rarely see their customers more than once in a lifetime so they serve to the lowest common denominator and the only qualification for a waiter here is a basic grasp of five languages. You cannot blame them but don't be surprised as you are number not a customer. They have a great line in bonhomie but at the end of the day they hope you will eat quickly and go.
I would like to offer a recommendation for a restaurant in this area but sadly only one very small one exists on the rock and that has almost no outdoor tables and no view and so does not really tick the boxes for a sunny lunchtime experience. My suggestion would be visit Monaco early and take your lunch down the coast somewhere like the Cosmo in Villefranche or in Beaulieu. You wont save money but you'll be spared the agony of being part of the cruise ship cash cow that is the Monaco Ville restaurant scene.
