We call such places in Greece "Magirio" and they existed historically to feed workers. Usually the owner cooks a couple of core Greek recipes like our grandmother would cook and you choose what you want.
When you see people then that means it's good because locals would go there only to eat well and with reasonable price. It doesn't mean that is a bad place, on the contrary is very good and fulfills it's primary mission, to feed people well and nutritionally to endure work.
