Just take the tram
Yes,you WANT to walk for the exercise BUT the donkeys have been going up and down for days pooping the whole way and so the steps smell like a barn and worse yet the muck on your shoes is there between your toes if your re not careful
So the tram is just a quick up and down.
However if you arrive off a tour boat from a cruise you will find long lines and be tempted.
Get off th boat early to miss the lines!

We were one of the first ones on the tram. Quick ride up the hill and we were on our way. Later that day the line was really long, so we decided to take the steps. Nice walk down, shops along the way. Enjoyed the views and took lots of pictures.

Fast, efficient. Beats donkeys or walking hands down. Note: tram can close during high wind - be aware of that!

The cost of the ride is 4 Euros one way for a quick ride (under 5 minutes I am sure) up the steep hillside. I was so surprised on the day that we arrived that our cruise ship was the only one in town. Thus there were no long, long queues to ride either up or down the cable car. We visited in mid-May, mid week, mid-morning. The cable car windows are quite clean so picture taking is possible. Each car sits about 3-4 guests on each side of the car, but there is a weight limit. I was aghast when a very heavy man (300 pounds?) decided to climb into our car which already had 4 adults. No bells rang so we were off after a short loading period. It's easy to get in and out of the cars. Quite a few stairs must be climbed to the loading area, however.
When we decided to return to our ship, I walked down a few of the steep stairs thinking walking down might be an option. I found that the steps sloped downwards too much for me to be comfortable hiking down them. The stones are slippery too. The donkeys were parked down below waiting for visitors to request their services so I presumed that locals don't go in for donkey rides. On that day, I would not have encountered donkeys going either up or down the steps. So opt for the cable car and enjoy the view of the water even though you've already looked at it many times from the village above!
