I got a triple room with my friends and, overall, apart from a few minor things, we had little to complain about.
The beds were fairly comfortable, there was cable TV and a remote, a phone, a small desk, chairs, a nice balcony for you to smoke, in case you want to, or just rest, if the weather is nice.
The bathroom had all the basics. Towels were changed every day, as well as all the linen in the beds. The rooms were always clean, which is always a nice thing!
A wireless connection to the Internet is also available, and there is no need for an extra fee, you just have to ask for the username and password at the reception desk.
To get to the Residencial, though, you have to go up a considerable flight of stairs, since there is no elevator (so this is not an option for the disabled or if you have any problems going up and down stairs).
The Residencial is located near the market, and though we were told there would be a lot of noise early in the morning, it wasn't really that much of a problem (maybe we were lucky). It is also in the centre of the "Old Town", which is not particularly beautiful, but just a walk away you have plenty of nice places to see and visit.
No breakfast was included, which is a shame, but you have plenty of cafés nearby.
The people at the reception were nice, though not exceedingly nice, just enough.
Overall, it is a nice and simple place to stay if you are on a budget and just want a clean place with no particular luxuries.

Arrived much later than expected as our flight was diverted to Gran Canaria, Canary Islands, on account of bad weather. Finally landed in Funchal about four hours late and arrived at the Residencial at midnight, very tired.

Greeted with the news that the Residential was overbooked and they had made arrangements for me to stay somewhere else: upgraded room, two minutes away. They were apologetic and seemed rather embarrassed, but I wasn´t too bothered. This kind of thing does happen. The place I did stay (Residential Parque) was very nice and very close. All staff at both places were very friendly and welcoming.

Very cheap and ideal location. Rooms nice and spotless although we did struggle to use the shower without getting water on the bathroom floor. Service ok but don't expect to strike up a lasting friendship with the reception staff!

Located in the centre of the city, away from the tourist ghetto, Residencial Funchal is one of the most affordable places to stay in. It is opposite the (fish) market, and there is some issue with noise in evenings and mornings in the street outside, but as price conscious traveller, I would recommend it. There are no great luxuries, and fellow guests tended to be either Portuguese or backpackers.

Rooms are large, although the fittings, furniture, and electricity plugs have all seen better days. Staff are helpful when asked for assistance.

Hotel clean and modern (3 floors no lift). Rooms small, basic but en suite facilities a plus. Constant very hot water. Small high wall mounted TV with many channels. There is a large top floor balcony which also doubles as the hotel's laundry area. Staff friendly. Low cost option in Funchal. No food served but many cafes, bars and restaurant within walking distance. Some early morning noise from the nearby central market. Unfortunately hotel was in the centre of the recent Madeira flooding (should be OK by 1st week in March).

Funchal is a good walking town (explore the back streets at higher level, the many gardens and the Lido area. Good well-priced restaurants in Rua da Garreia (O Funil, Jardin da Garreira - full tourist menus 8 euros).Good trips out (2/3 hours) include Santa Cruz, Camara de Lobos and Machico.

I paid only 20 Euro through booking.com (many reviews there) and for this price it is well worth it to stay there, very central.
I only used it to stay before an evening flight as it meant I did not have to go back to my far away hotel. It is located in the street to the left of the Mercado dos Lavradoros, the daily market in the centre. You have to get up 2 flights of steps to the reception, where the man spoke very good English. Small room, typical backpackers room, with 3 beds and a small TV above bed with same satellite channels as all hotels in Funchal. Clean bathroom.
The problem would have been the noisy street. I don't think I would have slept much, but it is cheap if you need it for one or a few nights. Otherwise there are flight and hotel packages which offer great deals in better hotels.
