It looks like they have a double price strategy, one for the locals and one for the tourists. 2 Cappuccinos 5.70 Euros, when I asked the bill, I used my little spanish an the owner (I guess) took at least 30 seconds before deciding how much to charge. I have payed less for a cappuccino in a 5 stars hotel in Lisbon. WATCH LISBON restaurants and bars, look for locals, if you see one of them then you are safe, the prices are generally very very cheap, but if you go in a touristic one then you are done. If the municipality or the chambre of commerce do not intervene then Lisbon has a short life for tourism!
