The Hotel is in a central location (near Praça Restauradores and Elevador da Gloria) and really cheap. You can reach it by taking an uphill road travelled, throughout the day, from the typical Tram of the city.
We paid only 70 euros for two nights in a double room (no breakfast) in the first week of September
The absence of the breakfast allows you to wake up early and make the best use of the time available to visit the city.
The hotel is dated and certainly not elegant. The person at the front desk is not the most cute you can meet (does not speak English very well) but it is not a problem.
We were allocated a room at -1 and the feeling is not the best because it seems to come down in a cellar.
The room is basic, but clean. turning off the light (and thoughts) you can forget you're in someting that looks more like a colorful cellar than a bedroom.
If your priority is to find an economic bu central base to visit the city and you will stay in the room to sleep only The Pensao Elegante can be the right choice.
Last advice: Do not return too late in the evening because the hotel is situated in a narrow and dark street. In general, some areas of Lisbon does not seem very safe. In two nights we were approached 3 times by drug dealers.
