I made a special excursion to the Frans Hals Museum for the exhibit on Celebrations in the Golden Age (I might not have the exact title right) and it was definitely worth the trip. The museum staff were exceptionally friendly and helpful and spoke perfect English. I particularly appreciated the roomy, free lockers to store your stuff while visiting the museum. I spent 2.5 hours drinking in the gorgeous works of art, but didn't stay to try the museum's café as nothing on the menu appealed to me that day, which was my only disappointment. The building and its surrounding neighbourhood are lovely. Haarlem is doing some sort of major infrastructure work right now, so many of the main roads were torn up, so I plan to go back some other time to explore the city.
