I would rate this a 3.5 if there was an option because it was above 'average' but not 'very good'.

The location is good within easy reach of Pagano metro on the red line, which goes straight to the Duomo for those on a sightseeing trip.

The hotel is small and split into two sides, my room was at the back of the hotel and only had 5 rooms on the floor. I had requested a higher floor and was placed on floor 3 of 8. My room faced out onto the back of other buildings directly above the bin area, so not the best view. My room was also right by the lift, luckily the lift was old so you could only hear it running up and down and no modern day pinging of doors opening etc.

I booked a double room and I'd seen from other traveller photos that the single rooms were very small. My room was a good size, with very good lighting (always essential for female travellers!). The bed and pillows very comfortable and actually bar the lift the room and hotel were very quiet during the night and being a small landing no 'foot' traffic. The bathroom was ok, not much room between the bath and toilet so you had to be careful when stepping out of the shower. The bath was a jacuzzi one but very old so to be honest had seen better days and although not dirty had the look of it, so a shower was the limit for me.

A very interesting feature was that the TV had no volume control, when I turned it down using the remote I got to 0 and it was still playing loadly and mute did not work. More interesting the speaker was in the bathroom!!! so TV volume was controlled by closing the bathroom door, very odd.

Breakfast was included in the room rate. Fair selection.

Check in/out was quick and without issue.

I recently stayed here for four nights on business and can say that, compared to a similar four-star Milan hotel that I stayed at for the four previous nights of my trip, Capitol is better. The other hotel was very nice too, but Capitol was a little less expensive, buffet had more selection, bed more comfortable, and location was quieter! The single room was small- but I was expecting that a European room would be small. It actually felt nice and cozy, since decor and furnishings were coordinated, new-looking, and tidy. My room was spotless. It was also nice to be able to open my window- it was pretty quiet outside. The bellhops were helpful, explaining the room features and breakfast hours- included in my room package- when they brought my bags up. (The other hotel I stayed at did not even mention the buffet, which was included in my room price also.) The front desk called me cabs whenever I needed them and also helped me print out my boarding pass the night before my departure. The only difference between Capitol and other 4-star Milan hotels is it is not located directly near the Duomo, high-end shopping streets, etc but all you do is take a short cab ride to the Duomo and then you can walk around right from there. (Note that Capitol is still located by the shopping street Corso Vercelli, so you can shop nearby, as well- shops are just not the high-end ones.) I liked that it had a comfortable, modern, safe feel to come back to after a day of meetings and shopping, particularly since I was traveling alone.

I rated this average not because the hotel has only average facilities (it is better than that) but as an overall opinion.

Check-in was fine but the receptionist gave me the impression that he was reluctant to let me pay for the room straight away instead of at checkout.

The hotel decor is unusual: lots of marble & marble effect, with wood panelling.

The single room is small, but fine if you don't have much baggage. Bed very comfortable and there are international news channels on TV.

The designer seemed to think that electric controls on a wall panel would make the place seem very modern, but it was just fiddly. If it's dark, you can't see which button you're pressing, and who wants electric curtains on a small window anyway?!

Nearby is the small but perfectly formed Torrefazione Vercelli (opposite McDonalds). You can take a great coffee the Italian way here (standing room only!). The hotel breakfast is fine but nothing special.

Lastly, if you arrive by metro (Pagano), you can see a large sign on the side of a hotel about 5 minutes' walk away that just says "4 Star Hotel" - they neglected to write "Capitol" which would surely help most first time visitors arriving this way?

Very well located, nice surrounding.
Wifi is for free for 30min.
