First of all, location is great: Termini's the center point of Rome transport network. You'll have everything you need at the station: supermarkets, pharmacies, shops, fast food, etc. Terravision buses from both airports stop just 1-minute walk from the hotel - just on the corner with Via Milazzo.
Fenicia's situated on the 1-2 floors. You'll be given keys from the front door, from the corridor door and from your room. However, reception desk is open 24 hours so they'll open the front door and answer all your question at any time.
By the way, the reception stuff was charming and really helpful: they told us everything about Termini, supermarkets and metro (one line'd been closed when we came to the city) and even printed our boarding passes.
There's a computer in the hall and quick WiFi in every room.
The room is VERY big for a 2-star hotel in Europe. You can literally dance there :) Beds might be small for a big person but for us it was just fine. You can ask for two separate beds if needed; that's not a problem like in many other hotels.
The lift is small but I've seen smaller so I don't think it's really a problem for an average person.
As for the noise: we didn't here our neighbours at all, when they were in their rooms, but sometimes they were a bit too loud when going out or in the corridor. Our room on the second floor faced the street; but it's very quite. Dump trucks are loud and windows don't help with the noise, but the latest hour we heard them was about 10 p.m.
The bathroom was very good and comfortable, although there wasn't any lock.
The room is cleaned every day.
Overall, I can't really think of anything I could complain about. And the price is almost unbelieveable! I'll definitely stay in Hotel Fenicia again.
