If you are in Pamplona, we recommend that you tried the tapas of "La Cocina De Alex Mugica". You won't find them on top of the bar - you will have to order each tapa separately, which is then freshly prepared for you, and nicely and imaginatively presented: We had a creation involving sardines which were served in a dish which looked like a sardine tin. Another one which was based on egg was served in a hollow eggshell. The price is about 10% (20 Euro cents) more than in other places, but it's definitely worth it.
