As a solo female traveler I was a wee bit nervous about staying at this hotel as I got a great deal for 2nights which included breakfast and was skeptical.
The hotel is literally no more that 5 mins walk from the Hautbahnhof Dusseldorf and is on the end of Luisenstrasse closest to the Hautbahnhof.(Take left on to Scheurenstrasse when coming from Station and then right on to Luisenstrasse)
The breakfast was excellent, and included bacon, sausages and eggs. One could eat as much as they liked. The service from the staff was amazing. Internet was free and on a rainy night in Dusseldorf I was able to access my emails at 1am with the added bonus of free teas/coffees in the lobby. I felt safe even though the surrounding area can seem a bit dodgy, esp around the train station.
My room was perfect, comfortable clean linen, and a good sized bathroom. It was very quiet and I enjoyed my stay at the Hotel Bellevue. It was about a 10-15min walk to the Kongisalle, and a further 10mins to the Oldtown. Dusseldorf is a smallish city and can be easily walked in a few hours. The staff allowed me to store my bags at the hotel for a few hours after I had checked out and offered me more tea/coffee.
Would defiantly recommend this hotel and would stay again if returning to Dusseldorf. I would like to thank the staff for their friendly and professional approach.

Staff very good, room and breakfast good, the price was very reasonable, you get what you pay for. The location is handy, even better if you figure out the trams as soon as you arrive and catch the 915 from the large intersection where Luisenstrasse meets Corneliusstrasse amd Huttonstrasse - into Altstadt. Get off at Carsch-Haus and head toward to Rhine for lots of bars etc.

Stayed in this hotel for 5 nights. Clean rooms, spotless toilets, perfect brekfast, nice staff (almost all fluent in English), Free Wi-Fi, Free tea & coffee in the lobby, Luggage room (they generously kept my luggage for 3 nights!), Nice beds, reasonable value-for-money price. The only negative point is the TV which is really small!

+ Value for money
+ Location (on a quiet side-street within acceptable walking distance of the train station)
+ Free, effective wi-fi / WLAN and phone calls
+ Some rooms are quite big but others rather small (I saw 3 in various parts of the hotel)
+ Desk fans for those scorching summer nights (no air-conditioning)

- Location (a long, long way from the Rhine or the Altstadt)
- Stained carpet in my room (I was not in room 334 mentioned in c100w's review in July 2010, either!)
- Coin-operated safe - what a bunch of cheapskates!

They style themselves as 3½-star but they're really only 3-star at very best.

Hotel Bellevue is located less than 1 km from the train station and also less than 1 km from the main shopping street. A supermarket is right around the corner, lots of restaurants also within walking distance. I stayed here twice, the last time in July 2010. The rooms in both cases had a worn carpet but relatively new furniture and bathroom tiles & appliances. A definitive plus is that you can adjust the "head-part" of the mattress. The single rooms really just offer a single bed and the TV is rather small. When the windows are closed, the rooms to the street and to the back are very quiet. In summer I'd recommend a room to the back: there's no aircon (just a small desk fan) and you might want to sleep with the window open. Instead of a minibar they have a big fridge in the lobby where you get a large choice of drinks at very reasonable prices. Also in the lobby: a computer where you can access the internet for free (if you have a computer yourself: W-LAN is free in the rooms).
On the lower floor they have a fitness room and a "solarium".
Breakfast was a nice surprise: the choice (and quality btw) is really good and on par with large 4 star hotels.
If you don't find parking on the street you can park in the backyard (secured at night) for 10 EUR. The first time I found a space directly opposite but the second time there was nothing in the vicinity of 300 m.
All in all, the rooms won't blow you away but I have stayed in 5 or 6 hotels in Duesseldorf and the Bellevue if the best value of them all.
