It's a steep hike up to the fortress/museum, but the view overlooking Passau is worthwhile. It takes 45 minutes to an hour to walk up and walk down if you spend a little time taking pictures and enjoying the view. There is an entrance fee to the museum and the "panoramic viewing towers" which we skipped, but you can walk around the fortress grounds, and there are several places that offer good views along the fortress edge.

You definitely feel the burn in your thighs going up but the view was certainly worth it! Going down is easy & we wanted to say we had done it! We didn't go into the museum as we were on a river cruise & had to be back on ship & we worried we wouldn't make it back in time.

We walked up and back to the fortress and I am pleased that we did as I felt very virtuous and earned my beer at the bottom.  The views are certainly lovely and I would recommend that you visit.  The bus ride is fine if you don't like steep and slightly skiddy walks but do do it for the scenery.

I confess that we didn't even go into the museum. We rode the shuttle bus (I think it was only 3 Euro one way) up to Veste Oberhaus just for the views. The Battlement area of the old fortress was closed due to ice and snow but the person at the ticket/information center showed us how to get to the Ludwigsteig viewpoint just beyond the castle. (It is also shown on the widely-available tourist maps.) It was marvelous! You can see much of old Passau and where the 3 rivers (Danube, Ilz and Inn) meet. We were there at the end of winter - I can imagine it must be even more beautiful in the spring and summer. Then we walked back down the path that ends at the suspension bridge. An excellent use of our time, even in the cold!
