Fist thing to note - its a pebble beach. There would be alot of cafes, artists worshops, and attractions along the beach during summer.
There are still a few during the winter
There are plenty toilets and child ching areas along the beach. Accessto the beach is via stairs although at certain point is has roads or ramps. There is a walkway that would be suitable for people with disabilities.
To walk along the beach and the pier I would recommmend 2-3 hhours in summer. 1 hour in winter. At the end of the pier is Brighton wheel £8 per person for 3 revolution.
