The University of Quebec (not Laval) rents out their studio apartments, and larger apartments during the summer months (May to August). They also keep 3 rooms during the rest of the year for travellers. Rentals are available nightly or weekly or monthly. I was there for 2 nights in a studio apartment. It's a university residence but it was brand new, very spacious and quiet. Not sure how quiet it would be during the school year mind you. I paid $80 per night and for a full kitchen, living room area, bedroom and bathroom it was the best deal in town! Very firm mattress but after all the walking I slept fine. If only all uni. residences were this nice.
It's about a 20minute walk to Upper Town or Lower Town. The train/bus station is about a 10 minute walk. The neighbourhood, St. Roch, is a fun trendy area. One bonus was that during the summer months Quebec puts on a free Cirque du Soleil show in the evenings and it's about 5 minutes from this residence.
Don't expect the frills of a hotel/ b&b- no breakfast included, guides, pool, etc. It's just a room, although a great place to crash. Next time I'm in Quebec city I'll definitely be back.
