The lower town is the entrance into Old Quebec City and runs along the Saint Lawrence River. It is lined with Parks, Restaurants, Hotels and many sites to see. From here you can walk or ride up into the Upper Town of Quebec, I recommend if you are able, walking through all the side streets of beautiful old homes and shops. Some streets and sidewalks are cobblestone and some paved just a great place to enjoy some history. The lower town is also a good place to do biking if that is of any interest.
