I'll start by saying we were on vacation in Niagara-on-the-Lake -- so the hour-plus wait for our food was forgiven by the company and our nice server, who did check on us often. I'm just glad we were just getting hungry when we arrived and not absolutely starving -- I would have been passed out somewhere by the time our fish and chips arrived.
The location in the pretty downtown was great, and we chose to sit upstairs near the bar with a great view of the street. The building itself is very pretty and interesting, and the restaurant was buzzing on a Saturday afternoon . . . which may have accounted for some of the wait for food, but not all. Service was good and friendly, and our meals were very tasty (though pricey for lunchtime). We enjoyed the experience because we weren't in a hurry, but I'd avoid Shaw Cafe if you're just out to eat and run.
