There are various ways to get to view (it's free) this particular water site: jet boat, zip line, pink bus, taxi, train, private or rental car and maybe another couple that I've left out. But either method gets you a good view at high or low tide or anytime in between. Personally, I saw it by bus and then train later in the day. My impression was that if I had taken a taxi I would have saved a bundle of cash and had a personal tour-guide too. The real event to see is 3 or 4 hours away at the Hopewell Rocks up the Bay of Fundy and renting a car to get there where the water level rises and falls up to 50 feet, twice per day. So, if you arrive by cruise ship, resist the urge to buy an on-board the ship tour, get off and either get a taxi or rent a car in advance. If you are touring on your own then you have many choices.
