On our recent trip to Victoria we decided "Tea" was a must. After some research and comparison we opted for The White Heather Tea Room. It was everything the reviews said! We all tried different teas, we ordered a "Big Muckel", a "Not So Wee Tea" and a "Wee Tea". Very nicely presented. There was something to appeal to everyone and everything was tasty. We also had plenty to take home with us (nicely boxed up). It was a little pricey for Tea/Lunch (approx $25 per person) but compared to other places in Victoria is was a decent price for a wonderful experience. They do not accept US Currency, they accept Canadian or credit cards.
It is approx 1 1/2 miles from downtown, not an unreasonable walk but make sure you have good walking shoes and plenty of time so you do not miss your reservation. The bus does run right by the Tea shop.
Reservations are must, we did see people turned away even where there were tables available. The Tea shop is quite small so I am sure it is to make sure people who have a reservation do not have to wait and that they have ordered/prepared enough for those who have a reservation.
