Ha Long Bay is located just uphill from the busy part of Gastown. It's a small place which can fill up quickly at lunchtime. As is always a good sign, a large part of the clientele are of Asian heritage. Instead of Pho, I had a lemon grass seasoned pork sandwich on baguette. The bread was fresh, and the meat savory, particularly when I added a bit of hoisin sauce. My vegetarian partner was thrilled with a vegetable soup, as the broth wasn't at all watery. Instead, it was hearty and full flavored, the mix of vegetables and fried tofu was appetizing to see, smell, and taste. Service was friendly, efficient, and quick; but we got there a few minutes before the crowds. There was a line outside by the time we finished.
