I would love to say this is one of those unknown places that the locals and Vietnamese adore. A hidden gem. But sadly it isn't. It always surprises me that in a city so focussed on food, places like this manage to stay open.
Food is really just OK at best. We had a couple of different Phos and both were salty and not a lot of meat is provided. It's very cheap though, so if you are focussed on price that is a definite positive. We also had the spring rolls, which were nice and crisp but extremely greasy.
Otherwise it's not good news. Decor is a mess, it has an overall sticky feeling to it. Washrooms were a disaster - the sort of toilets you leave thinking you should probably was your hands again after touching the door - and I don't have OCD. The sink in the Mens' was gushing into a bucket underneath and apparently the Ladies' had no soap.
Service was provided by a couple of lackluster teenagers.
Overall left with a feeling of regret - not a good sign.
