We were staying in hotel next door to the restaurant. We arrived at 7 PM on a busy night. The waiter took our drink order, and when our drinks arrived, we ordered our food. After 30 minutes or so, we hadn't been served (we ordered a salad and chicken wings), and noticed that no one else near us had been served either, but the waiter kept returning to customers and asking if they wanted to order more drinks. After another 15 minutes, the waiter told us the kitchen was swamped, and she couldn't give us an ETA on our food. By then, the customers at the next table were clearly intoxicated, but the waiter kept taking their drink orders with more vague promises about their food order. She asked us if we wanted to order more alcohol, I told her we didn't, and asked why we hadn't at least been served our salad. The wings and salad (both mediocre) arrived soon after. I don't know if it's the restaurant's policy, or if this waiter took her own initiative, but allowing patrons to get drunk by withholding prompt food service to build up bar tabs is contemptible.
