We did little bus tour that takes you up here. Nice views of the town below, you won't be wasting your time.

There is a little market, just above the Mirador. have a look. good prices on Chepil rugs ( the woven wool ones) at Jimmy's Rugs.

I've been there at midday, at sunrise and at sunset. The view is spectacular at all of those times. It can get a little bit crowded in the evening. Don't buy drugs from the guy walking back and forth advertising acid, marijuana and peyote. It looks like a shady operation.

I walk a lot so it was great to be able to walk up the hill to El Mirador for the exercise alone. But, you will see cool little side streets, shops, and great views of the city. Worth your time.

I stayed in San Miguel and then didn't see the lookout before leaving to Guanajuato, so on the way back to Mexico City we went back to San Miguel as a 40+ minute detour to see it. In this case, probably not worth it despite being very nice.
