Monterrey is my home town and has extremely hot and dry weather for at least 10 months a year. When eventually friends, family or work partners visit the city, we take them to Santa Lucía river drive by night, when is still very hot but at least the sun is not in your eyes frying you. In general, I don't consider Monterrey or the state of Nuevo León a tourist attraction. People come here to visit family, study at one of the many Universities, work or business. In any case, I do not recommend to rent a car and try to drive in the crazy and unexisting signaling streets and avenues; very dangerous driving conditions.
