We just returned from Tortola and unfortunately Sebastian's was the only flaw in the dining scene we experienced. We stayed on Long Bay so Sebastian's was an easy drive (an oxymoron if you've ever driven on Tortola) for us.
After having a watered down rum punch during happy hour (their happy hour is $1 off per drink) we chose to be seated for dinner. The fish of the day was tuna which we all chose. It came out waaay over done, unsauced. Others with us chose a preparation of tomatoes/onions/peppers, and the same tuna showed up with a bottled sauce on the side. It was obviously frozen, preportioned fish, that when overcooked, tasted exactly like albacore tuna out of the can. Not cheap either: $26!
Sebastian's has a great view being right on the beach. I'd advise to stick with the drinks and head out somewhere else for dinner.

the menu was varied and service impeccable, the veiws were lovely from all areas of the restaurant, was a nice place to eat for an afternoon snack sat outside near the beach, however on an eveing it was lovely to eat inside with the sound of the waves crashing, the staff were welcoming and extreemly friendly, nothing wsa too much trouble for them.

Everyone in our group enjoyed our night at Sebastian's. We had outdoor seating and there was a performer the night we were there, which was really fun. I had a caribbean salad and it was excellent. After dinner, we had a few drinks at the bar. The service was good for dinner and at the bar.

The food was fine, just OK not amazing. The location is great, it's on the beach with sights and sounds of the ocean! We only used the restaurant and didn't see the rooms so can't comment on the hotel.

A great location by the sea, the food was OK but nothing special and the service was undistinctive. So if you want some romantics scenic location this is your place if you are a gourmet avoid it!
