The roads are great and well paved to the beach replete with speed bumps. One has to watch out for the wild horses along the road which is characteristic throughout the island.

Corroborating the reviewer below me, the Refuge (therefore all its beaches) do close at 4pm as of mid-Feb, and the eastern beaches like La Chiva were closed entirely. But what is open is certainly worth visiting! The photos below are from Caracas Beach in mid-Feb.

Currently (as of Feb 18) the refuge closes at 4pm every day. It used to be sunset, but now at 4 they will lock up the gates. Don't be caught inside after 4, you get fined. Caracas (the first beach) & Plata Prieta are easily accessible by car. The paved road that runs down the reserve is in good shape. Anything after Plata Prieta (e.g. Chiva) is closed for now. The beaches we did visit were stunning and had some opportunities for shade.
Grab a bite at Gracias De Nada right by the entrance!

We visited the Blue beach and the Caracas beach, with the former being the best of all beaches that we visited in Puerto Rico (including Flamenco). We also visited the run-down Puerto Ferro lighthouse, which had awesome views and a secret beach if you take the trail on the left as you enter. We also a nice big bird there among the rocks!

Our first stop on Vieques was to visit the Wildlife Refuge for access to the Beach Areas. There are several choices once you enter the Refuge off of Highway 997. We chose La Chiva (known as the Blue Beach).

We drove all the way to the end of La Chiva to see the Point and its rocky formations. Then we doubled back and picked our target pull-off numbered 1 through 22. We stopped at #13 and after a short walk from the parking lot - we knew we found the perfect beach spot.

The beach is very clean and long which allows you to set down almost anywhere. The water is less than waist high for about 100 feet out. Spots where algae grows are extremely warm. While you are there look for wildlife as it is all around you land and sea.
