You can go into town and rent a small boat for about $20 an hour. There are multiple places to rent from. Bring an ID, towels, cooler, sunblock, etc. Also keep in mind that sometimes the boat operators decide they want to set a 35 year age minimum to rent a boat. 4 of us in our early 30's showed up last year and they wouldn't went to us. Then 6 months later my step sister and her boyfriend in their late 20's rented one with no problem. Bring snorkel gear if you have it and go out into the bay past the first mangrove islands. The water tends to be less than 10 feet deep and is great for snorkeling. We found lots of very large conch shells and a very large sea-star. Not too many fish though but I'm sure it just depends on where you look. Also if you take the boat just east of town there is a medium sized mangroove island where people anchor their boats and swim. Very nice area.

We circled the island the week of August 17, 2010 and stayed one day & one night in La Parguera. What a beautiful little town. We stayed at Parador Villa Parguera Hotel. (Wonderful hotel, highly recomend it) From the moment we step into the hotel and checked out the view of the water I thought I found pardise. Then walked a very short distance to the town (almost right next door) we were impressed with how cute this little town was. The locals were very friendly. We then went to Johnny Boats and had the BEST experence of my life with the day trip to see all the sights by water. It was only $35. for 4 of us. Manuel was our guide and let me tell you he was the Best. Manuel took us swiming at some beautiful sandbars and showed us the mangroves plus a ton of other really cool sights. So worth it.. If you go Please ask for Manuel... He is the BEST..
Then we took the night trip for $6 each to the Bio-Bay... We took the first trip for the night. (around 8pm) we did see the glowing waters. My 3 boys got to jump in and swim around. It wasnt as bright as some of the pictures I saw on the internet,but still it glowed and everyone on our boat enjoyed it.
Over all I highly recommend making this town a stop on your Puerto Rico experence.

We went to La Parguera with some friends from San Juan, who had never visited a bi-bay. We went on a moonless night, so should have been optimal. We each had 8 year olds and what a disappointment. The glass bottom boat takes about 100 people out every couple of hours, but there is absolutely nothing to see. We later found out that the bay has veen so polluted, it will take over 100 years to repair itself, and that is only if the pollution stops. We tried the bio-bay in Fajardo a few nights later, by kayak and it was amazing. Be warned that it does not look like any of the photos you have seen on any website, but still amazing. We took Kayak Puerto Rico, and the owner is an environmentalist, hell-bent on preserving the wonderful bay. The actual stay at the bay was a little short for me, but what an experience!

Nice spot to go for an afternoon. The area isn't super touristy or nice but we felt very safe there. We used "Johnny's Boats" for both a snorkeling trip and a bio bay trip which were fantastic. For $35 per boat they drive you through the mangroves, then leave you at a snorkeling cay for a few hours. This was definitely the highlight of our trip since we had a small mangrove island all to ourselves. We had dinner at Aguazul which was fantastic.

We went to La parguera to rent a boat and take it out through the mangroves. You can rent this boats at the same place where you can hop on a boat with "glass floors" to see the bio-luminescent bay at night. Had the boat out for a few hours, stopped near one of the mangroves and took a swim. Your better off going during the week instead of the weekends. During weekends it can get very crowed.
