The Pelikaan Hotel is rather run down. $60 USD/night is pretty cheap for Curacao b/c it's an expensive place. We just laughed b/c there were so many crazy things in this hotel. Ex. pink gum covering the peephole, brackets on the bathroom wall for the mirror, but no mirror, kleenex plugging a hole in the ceiling, and a jerry-rigged a/cunit (we had to use something to keep the fan pointed up). The neighborhood is not super safe. They told us (2 girls) not to walk home real late. Others we met in this area also confirmed it.
The staff was cold and not very helpful. Basic things like calling a cab seemed like a difficult task for them. The rooms seemed clean. There was not much of a view. There is no elevator and the stairs are a good workout if you have a big bag. It was very quiet when we were there. We didn't visit the casino, as it looked like shady characters hanging out there.
I was on a budget, hence we got this hotel in Otrobanda. It's fine for a few days if you are not hanging out in the room and it's close to the bridge. Punda (the other side of the bridge) is much nicer and we went there to eat, look around, and do the floating market. It's a $25 USD taxi from the airport.
