Our kids claimed this beach as the best in Antigua. We visited a large number of the beaches on the Island (Dickinson, Long Bay, Half Moon, etc) and this beach had everything. The beach is not large but it is rarely crowded so we always found a comfortable spot (in fact we almost always found one of the cabanas free). The were no vendors or people trying to sell you things and we always felt safe there.
The beach itself is great for swimming because it faces Falmouth harbour and this limits the wave action but it there are enough waves for the kids to have lots of fun as well. The scenery around is just spectacular with mountains in front and sailboats anchored in the harbour. It has trees planted providing natural shade (quite unusual and not found on many of the other beaches) as well as wood cabanas allowing for picnics.
Overall, if you can find your way there (get a GPS if you are driving) you will enjoy your time at Pigeon beach. We came back over and over...
