This is one of the best spot to have a overview of the city -- more centrally located than skytree. This is very good for new visitors.

It does provide you with a good view of the Tokyo skyline (Mori Tower)... I went in at about 4 PM and took the Yen 2000 ticket which is an all access ticket, to the 52 floor, Open Deck and the Museum. it also had the BMW Concept display happening on the 52 floor and the Arab Express exhibition. you have Photo services available on the 52nd floor and the open deck. On the Open Deck, you have a photo service with the tokyo tower in the back ground...this is no Empire state Bldg experience but a nice descent one...also a lot of stores and eateries in the complex below...

For the best free views of Tokyo, visit the observation deck at the Tokyo Metropolitan Government Buildings in Shinjuku. Depending on the day, either the North or South Towers will be open.

In the building is also a Tourist Information Centre in case you ran from the airport without collecting maps and other tourist information. The staff there are very helpful and some can speak English.
