We went after a Hakone tour but closed from the ground level. Fortunately we tried accessing from basement and it was open. Very smooth quieing system and FREE view from the top.

Take a look at Mouun Fugi (weather permitting) from the observation deck in this building. It's free so nothing to loose here.

Many reviews say it is better to go to this place for the view high up then pay to go to Tokyo Tower. True, it is free, but with the building all covered in their glass panels, you can't really get a great pic the way you would when outside. If only they have access area for visitors who queued up to visit the place to take pics while outside will be great. Still, at least visit this place for a quick glance around and hopefully you feel satisfied.

Fantastic views of the Tokyo City and suburbs. Free entry. There are two observation towers - one in each of the building's two towers.

It is located above Tochomae Station (on the Toei Oedo line), or is a comfortable 10 minute walk from Shinjuku Station (all other train lines including JR, Keio, Seibu, Odakyu and other subway lines).

TheTokyo Metropolitan Government Building it is a modern building near the Shinjuku station. Has an observatory on the 45 floor. The place has a few booths that sell souvenirs and toys. The prices here are a little high. The entrance for the observatory os free and it is open till 11pm. Worth a visit and see Tokyo from above.

The TMG building has an observatory level which is free to access. Be prepared for a bit of a queue to access the lift, the queue moves along at a reasonable speed. There is a restaurant in the observation level for those that would like to have lunch.

You don't need to go to Tokyo Sky Tree and pay for the great views. Just queue up the Observatory and enjoy almost 360 view of Tokyo. On a clear day, you might even spot Mt. Fuji. The best part is its for FREE

The views are ok if you want to look at a concrete jungle. It's all a bit tacky up the top with the gift shops. It's ok ish.

If you’re in Shinjuku take a walk to the Metropolitan Building. The distance could never be more than 10 minutes and with the walk you could be discovering newer sights.
Don’t get intermediated by the queues, it does not take more than 30 minutes to reach the elevator. You zoom up in 55 secs and the view is breathtaking.
Night views have their own charm.
It’s FREE
You can never go to Tokyo and not go to the Metropolitan Building.
Tip. Don’t bother about going early, anytime is a good time.

Go up to the top floor(free) to get a panorama of the city. A lovely strolling area. Try the nearby gardens. They are magnificent.
