This is a tachigui-soba ("standing soba") place, but it also has bar seating. We stayed at the Best Western Shinjuku Astina hotel nearby, and I'm very glad I had breakfast here at いわもとQ (Iwamoto Q) every morning, rather than going for the spendy but bland in-hotel breakfast.
This place was ranked third for cheap breakfast in the Shinjuku area by tabelog.com, and given the density of competition in the area, that's saying something. If you're within a 15 minute walk, I'd say have breakfast here or at Kameya in Omoide Yokocho near Shinjuku station, whichever's closer. You'll fill your belly for 500-1000Y, with very good tempura soba.
