Non-Japanese speakers won't get as much out of it as everything is in Japanese. It is free however, and it's open until 6:30 (last entry 6pm), so by all means, if you're nearby, certainly check it out for an hour or so.

Highly recommended by lonely planet, I went there on purpose (it is not that close to other attractions). It is relatively small, not so rich in terms of stuff exhibited and almost all descriptions are in Japanese so it is impossible to get what is decrispted. I visited other museum of brand and this has nothing to share with them (e.g Museum of brands in London).
Not completely disappointed just because it was for free

I went here because, for some reason, it was highly recommended by my guidebook. And it was free.
It's an interesting concept and looked pretty well done. I could probably appreciate about 50% of it because I can't read Japanese. The large section on tracing the development of advertisement throughout history has English translations, and it was really interesting. It's a quick, speedy trip if you have some time to fill- the whole thing took me less than an hour because I couldn't understand half of it. Afterwards I went up the tower for a nice view, but there aren't actually that many viewing spots up there if you don't eat at one of the restaurants.
The area around there is kind of creepy and empty at night.
