$50 + booking fees on Agodah.com got me a well-located (20 minute walk + train rides to Tokyo Station) place, with a decent-sized (for Tokyo) room full of all the amenities I needed. Friendly, helpful English-speaking staff, and no curfew. Seemed popular with other Western travelers.
No breakfast available, but plentiful free coffee, and the ubiquitous Japanese convenience stores are just a few doors down.
