The Tokyo International Forum is a super modern event space that consists of several buildings. It is a venue for music performances, conferences, workshops, and antique markets (on select Sundays).
Unless you have tickets to a specific event, the only real draw is the architecture -- the cavernous glass building is beautiful, but the Forum only houses a few shops and restaurants.
If you have time, it's probably worthwhile getting off the subway here (Yurakucho) and seeing the Forum before walking to Ginza. There's an exit from the station that comes up in the basement of the Forum. It's then only a short walk to central Ginza.
Sunday's are good because you might catch the antique market.
