Antwerp Central (the TripAdvisor-listed name is just a phonetic translation of the name in Japanese) is in the basement of the Tokia building (sometimes on maps as the Mitsubishi Electric building) about 5 minutes walk from Tokyo station. Best exit to use from Tokyo station is the Marunouchi South Exit, and the restaurant is down the stairs on the side of Tokia that faces Tokyo International Forum (Kokusai Forum in Japanese).
The beer menu is reasonable in size (about 25 beers), mostly taken from the usual suspects for Belgian bars such as Leffe, Hoegaarden, Chimay, Rochefort etc. There's a range of snack (olives, frites) or more substantial food. Prices are rather high, but the location is good if you've been shopping in the Marunouchi/Yurakucho/Ginza areas.
An excellent place to spend a few hours on a summer evening. You can choose inside or outside seating (gas heaters used outside in winter, blankets provided!).
One final point: Call! Definitely reserve because they are often quite busy, and the non-smoking seats outside are often taken by early evening. Menus, by the way, are bilingual, as is the web site (mostly in Japanese with the basics also in English).
