I was here for a week. The bed was rather hard - started to get backache, but I think it is normal for hotels here. The Chuo line gets you into Tokyo quite quickly at reasonable cost. The "7 home" store opposite the hotel has an ATM that accepts foreign cards with no surcharge. No wireless internet, so bring your own access point if you want to use a wireless device. Annoyingly, SIP is blocked, but Skype works fine (even for video). The north side of the station is a more interesting place for local shops and bars.

Feb 2009:
I stayed in this hotel (as I know many westerners have) while
working with colleagues at the National Astronomical Observatory of Japan,
which is a short bus-ride away. Pros: good internet connection (bring a
cable, many hotels in Japan are not wireless), comfortable bed, staff
with very passable English (even for a slightly out of the way place
like this) and willingness to use dictionaries and sign language. I
found the room stuffy and was able to convince the staff to bring their
special key and open my window (which is openable only for emergencies
and only with a special key available at the front desk, go figure). I
couldn't then close it, but I preferred the cool with some street noise
to stuffiness. The windows are quite thick, so the minimal street noise
(low by Tokyo standards) is easy to shut out. The attached coffee shop
is fine, open early and fairly late, nothing special. Nearby, on the
same side of the station but just on the other side of the entrance is
a very nice somewhat upscale grocery, bakery, and a few other stores,
the grocery has prepared foods, and open until 8pm, good for weary
just-off-the-plane arrivals. There is a large department store across
the street with restaurants including a decent sushi place in the
basement. Good for the general tourist to Tokyo? Probably not, but for
non-Japanese visitors to, say, NAOJ -- it's quite fine.

December 2009:
Small update to my previous review as I stayed here
again recently: the "non smoking" rooms
have windows which do NOT open, only the smoking rooms
have openable windows, and then only with the special key.
The sound-proofing on the side of the hotel facing the
train is very good. I was traveling with a companion this
trip, and we had difficulty as we did have
a non-smoking double room, we prefer it cool for sleeping
and the central heating kept it easily above 25C and we found
it stuffy and hot.
