I have stayed in this hotel many times over the years. The rooms are serviceable - you wouldn't want to spend the day in it. Public transit is convenient, or its a pleasant ~20 minute walk to the technical institutes. No air conditioning if it happens to be hot (not common but it happens). Breakfast is good. The bar is closed in the summer. The staff are courteous but not overly friendly, which is fine with me.
I consider all the hotels I stay at in Garching to be about the same level: The Hoyacker Hof, the Konig Ludwig, and the Am Park. I don't think there's a strong reason to prefer any over the others.
