We booked a Jeep Tour through our hotel (Grace Boutique Resort). The owner (Van) does not make any money from the tours and told us he had gone through several operators to make sure his guests got a good experience.
The guy that took us was friendly enough and a little English.
The dunes are pretty cool. If you bring kids (or like to have fun) rent one of the homemade boards from the kid at the entrance. The right price is 10.000 VND.
The walk up in the Dunes is really nice and the view from the top is great.
One thing I would warn about is renting the ATVs (Quads) to drive in the Dunes. As an experienced ATV rider and ATV shop owner the ATVs they had were nothing short of dangerous. They had all been flipped several times, had incorrect steering, cracked fenders etc.
The very aggressive and rude ATV kids will also tell you that it is OK to ride 2-3 and 4 people on one ATV. Dont even ride one.
You can get them down to 10 USD for 30 minutes, which is pretty cheap but I suggest you dont do it unless you want to risk an accident on the cheap Chinese bikes.
In addition, your experience will be a lot better without excessive noise and smoke from the badly adjusted engines.
Still, the White Dunes are worth the 25 USD trip from Mui Ne.
On another note, don't bother too much with the Red Dunes that are closer to Mui Ne. Have a look at the really agressive 8-12 year old kids that want to rent you a board for sliding. They probably make a lot more money than their parents and seem to spend them on smoking cigarettes while yelling in their mobile phones. Not a pretty sight.
