Water Meter

I noticed that when there is no water being used in my property that the little circular dial below the 4 digits on the meter is still turning.

Should it not only turn if water is being used?

you are right. check for leaks your side of the meter and if none call the aguas at the camara

Good recommendtation above. Turn off the valve before the meter right away. Even if it is just air passing through the system, the council will still charge you as you cannot prove that you were not using water.

A few years ago a bar owner I know clocked up several hundred Euros while closed and no way would the council back track.

Ex pats who own a holiday apartment in Lagos in a letter published in the 12 March edition of Portugal News described how they found their water connection had been shut off” by the town hall when they arrived at their property and their bank account frozen due to non payment. Upon visiting the water department to have supply reconnected they were confronted with a bill for €288, plus a penalty of €144 for non-payment and another €90 reconnection fee.

If you have a property with a garden and/or pool, make sure that you have 2 meters as there are 2 charges, one for domestic use being the highest and a much lower tariff for the garden.

On your side of the meter it is your problem just like in the UK .

Before you speak with any one just get a local plumber to look at it and he can carry out tests to resolve the problem

My daughter woke up one morning to find her meter had been disconnected. When she reported the theft tp camra, she was told they had taken it as she owed 20e. This was from 2007 and they pay by direct debit, so they could have taken it anytime they wanted over the past 5 years, She had to wait 3 days and pay an extra 51e to get the water back on.

This is very typical yorky, not unusual at all. At the moment, the utility companies and government are digging as deep and far as they can to find any money possible. Direct debits notoriously fail when the 1st of the month falls on a weekend and on holidays such as New Year's Day.
