Just your hotel/resort to provide you on. For tourists, your U.S. driver's license is good enough.

If you want to go local you can hire a tricycle to tour you around. It's fun and cheaper than a jeepney tour --> …wordpress.com/2008/…tricycle-calvintang.jpg

We rented one for P500.00 for the day 3 years ago. It was fun and a leisurely drive around the island. The driver served as our guide as well.

The easiest way is to rent the bikes when you get out of the pier. There are bikes for rent at the entrance to the pier. You just need a driver's license. And the cost is 300-400/day. Getting a bike saves you on transpo costs going to the hotel and you can explore the island easily. You can also opt to return it on your way back to Dumaguete etc. Very convenient.
