I think there are two options.
First to take a bus from Conil to Algeciras and then take the train up to Ronda. The train from Algeciras goes through some nice scenery and is far better than a winding bus journey. You have buses that pass through Conil mainly TG COMES buses. Some start at Cadiz and continue via Algeciras to Malaga. Others start at Seville and stop at Conil on way to Algeciras and finally La Linea de la Concepcion. So to start with check these times :

The second option is to connect with the Ruta Pueblos Blancos regular bus that is run by COMES that starts from Cadiz and calls into places like El Puerto de Santa Maria and Jerez. So if you want you could take some bus into another place for example Jerez where you could pick up the Ronda service which is on this page :
