Yes, Laoag is safe to go around for food tripping, no less safe than any other major Philippine city. Check the listings for restaurants for Laoag. I've been to La Preciosa and can recommend that.
Ilocos food specialties are bagnet (crispy fried pork served with a relish or tomatoes, onions and fish sauce), poque poque (chopped grilled eggplant cooked in egg with tomatoes and onions), pinakbet (vegetables stewed with some pork and shrimp and shrimp paste), dinengdeng (salted fish in broth with vegetables), and empanada in nearby Batac (fried pastry filled with bean sprouts) - quite oily though.
