What is the "best" time to drive up to Hurricane Ridge (July/ Aug) ?

Early morning or late afternoon (4-6 pm) ?

As a rule for any mountain viewing I prefer very early morning, like at sunrise. Daytime heating by afternoon can pop clouds over peaks. Sometimes even producing thundershowers and obscuring them. Early morning it might be foggy at sea level and low clouds in the valleys but the peaks are generally more likely to be clear. from Hurricane Ridge the low morning sun angle (if weather is clear) give more depth to the view with some shadowing.
